答えはandare in Monaco です。たとえ都市国家であろうとも 国家にはinを使います。VaticanoもRomaよりも小さいですが基本的にはandare in Vaticanoが使われます。

そうなのです。andare a Monacoは存在します。そしてその場合目的地はモナコではありません。実はドイツのミュンヘンもイタリア語ではMonacoといいます。
