ポーカーは世界的に行われているカードゲームで、イタリアでも日本と同じように行われています。
なぜか日本ルールですと同じ数字だとスペードが最も強い、ということになっていますが、世界標準のルールですとスート（トランプのマーク）に関して優劣はありません。
イタリアでもポーカーにはローカルルールがあり ハート（cuori) ダイヤ（quadri)クローバー（fiori)スペード（picche)の順となっており、何故かスペードが一番下に来ています。この順番を覚えるための慣用句が表題のcome quando fuori pioveです。 昔の歌で「ハートのエースが出てこない」なんて歌もあったので、日本でもハートが一番！と思っている人もそこそこいるとは思いますが。
ただイタリアでも日本でもエース(asso)が一番強いのは共通していて、スペードの２（due di picche)が最弱カードとなっています。
口説かれた後「おもいっきりふる」というときの表現をdare due di piccheなどといったりしますが、「あんたなんかこのサイテーのカード叩きつけてやるわよ」といった感じのなんともトホホな感じのする表現です。
